I guess he made it for just himself and not real for everyone but it later turns out to be viral over the world.
What would be the point of creating an alternative payment system, write whitepaper etc if no one else would use it so of course he didn't make it just for himself. If he did, Bitcoin would be way more centralized while he did what he can to keep it as decentralized as possible.
If you are asking whether he knew that Bitcoin will be such a success, I would guess that he didn't, and neither did the earliest adopters. This is what he said back in 2010
I'm sure that in 20 years there will either be very large transaction volume or no volume
