stop posting until they are 25 or under merits away from next rank. Those of you who are helping these people might consider stopping as well until they can follow the rules. Maybe they are showing they really aren't worthy of ranking up.
Maybe OP should "temporarily" lock the thread for a week or two just to get users familiarize with the thread rules
