What I was getting at is you're never gonna get limited, so how can you pass judgement. Though it's not just you. On this forum, limited means must have cheated. In reality, you get limited for consistently winning. Or betting high odds and winning. You can even get limited by losing, but beating the closing line. Betnomi even call this cheating. Basically showing any sort of ability or brains can get you limited.
And like bachezy said, the little shitbooks do it quicker, because their risk ceiling is low and their liquidity is limited. A Curacao license is cheap, less than 30k, with no minimum starting bankroll. It's also why most of them end up in this section.
