I think so because it will be already too late for the first half of prediction unless they will adjust the cut-off date or change the rules to have one  prediction per person. I preferred the one prediction per person to make the game more exciting. Let the user just place prediction for a week then no one can give prediction 2 weeks before the contest end to make the result hard to predict.
