I believe as winning the champions league is a priority for them they will surely have it anytime soon, because they are working towards it
Making the CL a priority isn't what's going to take City to the CL title, their performance would show us if they truly want it, and if they would get it or not, they already made a big statement by beating RB Leipzig 8-1 on aggregate, but they must continue to show that hunger, and be all out to go all the way in the CL this season.
Having said that, Real Madrid have won the CL more than any club, yet every season they show more hunger than they did the previous season, that is why they tend to always be favorites, City need to grow that sort of hunger for the CL, and Pep also has to stop overthinking things in the CL sometimes and i believe they would win it, and the moment they get one CL trophy, they would definitely get more.

It always takes a determines team whom is ready to put in there all to neat the big boys to win the champions league. Manchester City putting more effort and concentration on the champions league in contrast to the premier league isn't such a bad strategy. From the way Arsenal has been playing, the premier league isn't as open as we would hope it is. It might be just 5 points in between but, Arsenal isn't looking like a team that would lose there games or have series of draws and Manchester City is one without promises of wins either.
They might as well take there chances with the trophy Manchester City and Pep very much longs for which is the champions league but, they've got a lot to contend with.
