It is very hard for new projects to raise money and build in a bear market, even if they manage to raise some funds the market situation is still going to be a big problem, because their efforts might not show because id the market condition, only a strong team stick together in a bear market and never stop building, investors are watching, adding new projects to their watchlist if the team doesn't give up they will become successful when the market condition turn around.
I believe that the bears or bulls market has no correlation to the project's success but it only boils down on their quality. If they have a good one then there will always be investors who will invest on them. Take Bitcoin for example. The technology behind Bitcoin is superb that even it's value is already high or we are already in the bull market, there are still people who continue to do a DCA on it.
If the team raises a good amount of funds, that should be enough to motivate them more on improving their project because they know that there are people who are at their backs, supporting them warmly and they don't want to let these good people down.
