as far as I know localbitcoins has closed its doors, hasn't scammed anyone and there is an announcement visible on their site where they specify that the funds are available for withdrawal but you can no longer trade and use their wallet, you have 12 months of time for you to withdraw your funds. before saying it's a scam, it's better to inform yourself, ask support on how to get your funds back if they are "blocked". let us know how it turns out
