depends on the system, they could use a pool system where you deposit and withdraw directly on their contracts (check dydx exchange or blur marketplace) charging no fees per transaction just a blockchain fee for deposits and withdrawals.
I think he is pertaining on the limited games offered on Decentralized casino.
