I don't believe we have a debt ceiling as such but anything close to or over 100% of GDP probably means you're screwed regardless, as is the UK.
Note that our GDP includes illegal drugs and hookers (no joke), unlike most countries.
The UK actually used to have a much bigger debt to GDP ratio, in the first half of the 20th century, but that was at a time we could still steal resources from other countries.
