No, I mean a user who's always been at -1 shouldn't be included, but someone who's at -1 now and has been at 1 in the past should be listed.All good.
Update: it's scraping a couple million files now. This won't output the desired format yet.

In retrospect, I should have taken DT1-status from the index pages, and combined those with userIDs from the weekly raw data. That would have been much faster than checking millions of files (but I don't want to start over).
