It's not possible for now and that's one among reasons why Bitcoin will find it difficult to replace or overtake the exploiting banking industry in our societies. People living in a remote areas who have no access to network service can not be able to make use of Bitcoin. I don't think it would be possible but until we can carry out Bitcoin transactions without the internet, we still have a long way to go.
