, I would have gone for the money. He already has achieved everything there is to achieve in football. So let's just have another rivalry with his biggest rival again. And of course let's not forget that it doesn't matter how much money a person has, 400 million is still a lot of money. There are a lot of countries in the world who couldn't afford that much money. The smart decision is going for the money.
But I believe he is in talks with Barcelona right now. If that doesn't work out, he is surely taking the money.

messi family expects messi to return to barcelona but yes barcelona must be able to adjust the salary for lionel messi. for now the main consideration in messi mind is the family invitation to return to barcelona and barcelona management have also made it clear they want to repatriate messi to Camp Nou.
