Exactly. No matter how big or small the money in the casino owner's pocket is, if they plan to cheat and take advantage of the customers they have, they'll do it regardless of the status and the reputation of their casino. Although of course, it still is a good rule of thumb to only choose casinos with a large treasury for other reasons such as fast and safe withdrawal and such.
