Update. MoonBot 6.83

     A polarity filter from SpreadPolarityMin to SpreadPolarityMax has been added to the Spread strategy.

    Polarity is a trend direction and the numeric measure of the direction can be from +100 (strictly upwards) to -100 (strictly downwards).

    Fixes: a bug in the strategy editor filter; correct working of penalty in strategy pending orders.
