Obviously, friends of Qatar can give their best to host the world cup that took place last year because being able to host the world cup is a pride and honor given by FIFA.
In the development of the sport of football, Qatar has indeed lagged behind developments compared to the United States of Europe but Qatar can prove that they are capable and worthy of being able to provide good facilities in the world cup event.

Back to what you said that European America is more advanced in football but it is not certain that in the next world cup they can be a better host than Qatar because Qatar really prepares everything as well as possible.
Qatar itself is willing to spend some money for the construction of stadiums and several other facilities.
The fact is Qatar hosted a memorable world cup and they did everything to cater all the fans and thier accommodation from entire football world , they arranged temporary accommodations for fans during that time and that was affordable. 
2026 world cup is a big question interms of these things i-e how matches will be in America,  Canada and Mexico  and how they'll work for accommodation plus visa policy .
At the world cup event Qatar became the best country to host the world cup.
Even FIFA itself was impressed with Qatar who was very enthusiastic and provided the best accommodations to host the world cup.
Actually Qatar can be an example for countries that will host the next world cup so that they can also facilitate this most prestigious football event.

We don't need to worry because FIFA has made a decision and will also provide a solution to the problem.
After all, FIFA can still change all of its decisions regarding the selection of countries that will host the 2026 world cup later.
In fact, I really don't think any other country can host the FIFA World Cup with as much money as Qatar. I think Qatar World Cup will be remembered forever in the history pages. But it can be hoped that we will see something new in the next World Cup.
