This user is the (former) CTO of an exchange which is now effectively bankrupt after being notoriously unreliable for years.
Indeed, hence I've referenced it in the relevant thread for DT1 members who have followed the scam accusation, which is also the flag reference for this user.
It's a lot to read through in order to support the flag, so ideally others who have already read through the topic can act appropriately regarding trust list exclusion.
Actually its more than half bad: all bad if you look at trusted feedbacks and 8 out of 14 untrusted are negatives.

Regardless of whether or not this user is at fault, there's no reason they should be on DT.
