But I ask you for how long has that rumor been circulating and how often has it been brought up again? That's part of the news like every couple of weeks and will be even more so the closer we get to the summer and the opening of the transfer market.

I wonder if Messi declines an offer from PSG because they don't want to pay him enough and he has to accept salary cuts, how is Barcelona going to stem the salary for Messi? That is the part I don't get here.

I don't think the salary has anything to do with this Messi saga. I believe Messi wants to be assured of the project of the club before he agrees to remain there. He wants a better squad and better management. If they can promise that they will do that then I believe he will sign with PSG.
He is also accessing the same thing with Barcelona. He is waiting to see if it will be possible to join Barcelona and if they can guarantee that they have a good project and he believes in the project they're building. It's what players do when they have offers from various clubs. Some might just follow the money but most often what they do is go for the club they feel has the best project for them.

Messi is willing to go to Barcelona and receive very little compared to what he's earning at PSG, but it doesn't mean he would make the same sacrifice for PSG because PSG is not in a financial crisis like Barcelona and secondly, because he doesn't owe PSG any loyalty.

I agree with you mostly although I don't know whether Messi is still thinking in long-term project terms. I think he wants a competitive squad and in a best case add one more Champions League title to his record history. But I have seen that Lewandowski said he wants to play with Messi. I gave the idea some thought and Barcelona has to be careful again because they want to rejuvenate the team now and start a new era, but let's not forget that Lewandowski is going to turn 35 in a few months and Messi 36. Busquets is going to turn 35 as well. This is not the end of their career necessarily as we can see with Modric, but they still need to consider their decisions well in Barcelona.
