In the United States and the other two countries, there are no such restrictions. But getting a US visa is going to be hard, especially if you are from one of the third world nations. Mexico and Canada doesn't have too many restrictions on the visa, but these two countries are not going to host a lot many matches.
In accordance with its customs and religious beliefs, Qatar enforced strict compliance. I surmise there were no ladies from Qatar permitted to watch those matches live. Prior to the start of the matches, beer was also banned. Despite the fact that the event was still a huge success, I doubt it will ever happen again due to the severe restrictions placed.
