First of all there is no division in elliptic curve. Second thing is you can still do division through multiplication which is by multiplying with 0.5 instead of division by 2. I don't know what scheme to you have in mind to divide your public key into half, perhaps you know better. Though I've never done it but I am convinced it can be done through multiplication as I said.
