As Qatar is a Muslim country, their rules can be very difficult for people from other countries. But this is their rule. But since the next World Cup will not be held in a Muslim country, football fans will probably get a lot of freedom. However, those countries may impose some regulations on safety.
That is a must, there is no doubt about it. I understand that some countries may have some different rules than others, but one thing that is surely the case for every single nation in the entire world is the simple fact that when you get maybe millions, if not at least tens of or hundreds of thousands of people into a nation to just have fun, there is bound to be some trouble.

It's not even just about drinking, although that does make it harder of course because of what it does, but even if there are zero drinking, if you bring in 100k+ people together to just have fun, there will be some case of chaos, and you have to control that very carefully. So each nation that hosts, should spend the most money on security without a doubt.
