When you accept the terms you are showing them you have read all the terms and are comfortable with it whether it's KYC related or VPN or any other but after that if you say casino is not allowing you to withdraw funds without KYC or freeze your account because you were playing from prohibited country using VPN then how come you raise a accusations against them? So you must look into it once without being lazy to read the terms.
Unfortunately not everyone is doing since most of the time people just check the box where they agree that they read the terms of agreement without reading it. They didn't acknowledge the risk since they are confident that they are not doing illegal actions and get any bad strike to the casino.
