You do have a point, but that's where it gets tricky... Since we're talking about a poor country, I'm going to assume most of them would prefer to keep a low profile due to various reasons
[e.g. risk of theft, taxes and etc...].
Of course, it's going to be built on tokens that, well, are not selling! And what incentive you will have as an investor?

If not why would they drop bitcoin from being used as a legal tender asset???
