If Manchester United really become a rival in this race then I think they would have the upper hand on him to sign. Because they are most probably going to qualify for the Champions League. But Chelsea are having a terrible season in the meantime. I don't think they have can convince with him only money in this case.
On the other hand we don't even know if the speculations about him to leave will turn out to be true later on. Because Neymar hasn't made any statement about his future as far as I know. Maybe he would be likely to continue with PSG if they sign a solid manager instead of Galtier. He might be waiting to be convinced to stay before making a decision to leave in my opinion.

Possibly it could be the last big transaction involving Neymar, because he is already 31 years old, and soon, even though he is a great player, clubs will not want to spend a lot of money to sign him.
