It probably sees them as a threat. The question arises, is it not unreasonable? Maybe this disagreement arises among people who actually care. It is very convenient to abdicate all responsibility for what your country is doing and say that no one cares. What will you say when you are banned from leaving the country or sent a summons? Will you care then? Apparently, some kind of personal tragedy created by the state is always necessary in order for an individual russian to think about whether he cares about something or not.
