I agree with you but completely, whenever you enter another country as a visitor you should respect the rules in fact if you accepted to visit that country you also accepted the rules of that country, that's why It's not a mistake from hosts when they have some restriction about drinks or another thing it's all because FIFA should consider many other factors because they let a country host the world cup.
