I have no doubt that you control everything that your signatories write, and in accordance with your view of the quality, you calculate the post's eligibility. The problem is that you set that standard very low, low payment rate and an acceptable large number of posts. Practically an obvious incentive to spam.
For example, it is not possible to write 100+ constructive posts per week in gambling discussion mega threads. Your participants most often write there. The fact is that almost no one reads it.
You have the biggest budget, and the most participants, and the campaign is considered the least quality. This is not just my opinion.
The users on my blacklist are tagged with the number of reports I have personally submitted against them (which were marked Good). Names on the list have at least 50.
How do I count your report by username? do you do it manually or is there an easier method?
I only see the last 50 reports, and sometimes I report a larger number before the moderators act. That statistic is almost useless to me for anything other than the final number and percentage of reported accuracy.
