They don't collect KYC and it's the reason I think they are more strict on multi accounting since the first line of defense on multi accounting is non existent. He is asking now for only his seed money back because he knows he is at fault. However, he should have known this that he is doing wrong and if got caught, he will lose all of his money from both of his account.
Think of it in another way. Let's suppose he was able to exploit the bonus with two account and withdrawn the money. Later would he be willing to return the money back to the casino which he got from the 2nd account ? No. So why Casino should return his money when he is found guilty.
