I think that Messi should think of Manchester City as a second option after being free agent in the summer. He would surely prioritize returning to home, Barcelona. However there can still be some hindrances for Messi to go back there. FFP rules in the La Liga can block the way for Barcelona to make this transfer happen. Otherwise Barcelona also wants to sign him again and Xavi also agrees with the board.
If the deal between these two sides doesn't happen then I think Messi should think of Manchester City before PSG - I guess that he wouldn't like to leave Europe soon. Maybe he will need to adapt to a new team again but there is a big difference at this point. The difference is that he can adapt much faster to Manchester City's game plan compared to his first times at PSG.

Even when Messi was still in his prime, Guardiola came up with all sorts of excuses when asked if he wanted Messi to move to City. Now Messi and City are two different dimensions - he will never be taken there even if he pays them money and not vice versa. When you write that Messi should consider moving to City, it sounds absolutely crazy. It seems that you are poorly aware of the current state of affairs in football.
I'm poorly aware of it? When I said that of course I meant that Messi should consider in case Guardiola states that he would like to see him in his team.
If he doesn't then there is no problem. Messi can just return to Barcelona depending on FFP topic or he can just continue with PSG for at least one more year. I just don't expect him to leave Europe as of this summer.But after one season I assume he would join a Saudi Arabia team just as Ronaldo did to secure the future of his family as well. Because those offers are really hard to reject normally although this kind of players already make a huge sum of money in Europe.
If Galtier gives him priority on the pitch instead of using him only as support for other strikers, we might have seen something different this time around. It all depends on the management, if the team wants something more from Messi then they have to give him more power on the pitch
I don't think it's the right choice to leave Paris Saint Germain considering his short career period, I doubt there is another big team in Europe who wants to use his talent, but if he wants to follow in the footsteps of CR7 he will end his career at a different level
