if i choose the lowest fee using static will the transaction go through for sure. and how long will it take at the moment?
Lowest fee for static is 1 sat/vbytes. The mempool is around 184 sat/vbyte now. The transaction will only get stuck and remain unconfirmed for long time.
If you are using mobile Electrum, you can see the fee to 200 sat/vbyte but which I think it is too much. If you use desktop Electrum, you can just edit the fee as nc50lc commented about it already.
