This is the preferred solution but it should not be distributed as a Bitcoin Core form, it is already 35 commits behind master. Instead the patch file needs to be uploaded to Github Gists and periodically updated for each Bitcoin Core version.

Then people who want to use the spam filter clone Bitcoin Core source and apply the patch, then build normally.
