Ideally, everyone gets it at exactly the same time it is launched over some owners' dashboards. It's just that our devices and internet connectivity can hamper this transmission a lot. There is definitely a higher chance that at least 2000 peeps are active at the time of code was being released and thus it could get availed very quickly.
I do not think that connectivity can hamper the transmission, even data internet are fast now, it is a matter of who browse faster and able to get and type the code faster when everyone else is waiting for the code.
There is no second thought to this. You have to have the luck to be one of those 1-2 thousand peeps who access it very first. It's either pure luck or staying at the right time at the right place kinda stuff.
I believe it is being prepared, like the notification, the gambling platform code retrieval page being open, things that can minimize the time needed to claim the code.
Notifications of social media suck. I have seen getting notifications as old as a few hours back and by the time I reach the post, there are already hundred to thousands of shares/retweets and likes. We only have one solution to this, and that's --> keep trying.
It has nothing to do with the internet, I believe your device is not on during the notification was sent or your mobile phone feature of snoozing the internet is on. It is impossible to get the notification when your device is open and with an active internet since message is sent at the same time to all subscriber. Or if you are browsing through pc, it is possible that the platform that gives the notification is not running.
