No one is blaming anyone, but it is strange for a manager to pretend that nothing happened on the bitcoin network and send the same fees as before. Nevertheless, such moments must be taken into account when forming payments to their participants. Indeed, the campaign lasts 174 weeks and pays weekly $2.5k-$3k to its members, but can't pay the $25 commission instead of $5. It's really weird.
The reason is not necessarily to save fees costs, but rather a use of a bad Software in estimating the fees or there is no option to edit fees. I remember in the past that their wallet did not support bc1 while most wallets was supporting those addresses.
It is not limited to this service, but rather a lot of services and even some exchanges do not update their programs annually and therefore there is no choice to edit fees.

Sometimes I wonder, you are in bitcoin, you are in a signature campaign for months, for years, for decades but when there is a few days delay to receive your payment or even to get the first confirmation a lot of you start to panic as if you are losing all of your life savings. I get it all the time from some of the members on my telegram group. Other day when SFR10 bumped the fees, I am sure he did that because he saw some of these people were panicking.
If people are really depending on the payments from signature campaigns they are in then I see a good chance for these people to have a huge financial crisis when there will be no way to earn money from this forum.
My suggestion is that, create a business of your own, of you own management, of your own platform while you are bringing food to your mouth from signature campaigns because tomorrow when the forum will disable signature space from users profile then you will become homeless.
