Actually, you're right with that matter about Africa being rich in natural/mineral resources but it's been exploited by other countries into thinking that they should sell it to them and they'll get paid for it. It's sad this has been happening for a very long time and there's no teeth to the law of those countries that are being exploited with their mineral resources. There are many reasons why despite being rich in these natural resources and it's not being benefited by its own people is either due to politics, poor or mismanagement of government and lack of interest from the people who have the voice to speak of their own because money is power in those areas.
