mean of the last 11 blocks.
With the rule being the
median of the last 11 blocks, I can see how this can happen.
If the rule was the
mean of the last 11 blocks, then using the "current time" for the last block of the epoch would force the next block of the epoch to be MUCH later and the timestamps would quickly catch up to today.
