Yes, people who can manage to quit even they've got some losses from their bankroll they can call for the day and quit their way to take time to breathe some air and relax their minds.

Isn't it because that they think they have enough access to money to gamble as they like makes them often loose control in gambling with all responsibility and integrity, rather they make it a freedom abused upon to gambles with the money they either stole, inherit or got as gift because no average gambler will suffer to earn a living and ended up squandering the entire money into gambling, well this is common the the celebrities anyway, they also spend lavishly when it comes to gambling, they have no caution for control.
I don't think taking a break when you are losing constantly has anything to do with your access to money and how much you have, it is a practice that everyone should follow if they want to relax their mind and don't want to have mixed emotions which often makes you take rash decisions and you end up losing almost everything at one time.

Such things are a quality of a responsible gambler since such people don't rage when they lose, they stay calm and handle the situation with care so that it doesn't get from bad to worse and they can control themselves so that they can have control over their gambling.
Thinking about taking a break from gambling can help put your mind at ease after a few losses and even if you could access or use more money, you'd think it wasn't worth it because you've lost before. And with a little rest, we can think we better quit gambling. In gambling, we can quickly feel emotions rising beyond our control and if that happens, we can lose money because we have lost.

And it's true that if we can stay calm, we can handle the situation well and even though we've lost a few dollars, we can still smile and walk away from the casino. But it's not easy and it takes a lot of practice to control the rising emotions.

Very important to have that calmness and not being aggressive to recover back your lost money, if you can accept your defeats and you have a good conditioning mindset that maybe it's not your day and you need to rest for a while and be back strong once you already refresh your mindsets.

It's very important to make sure that you'll have that limitations, and you are using the money that you are willing to let go.

Accepting is antoher thing inside gambling if you know how to deal with it, then you are good to proceed.
