Sounds great, but I am confused, is this essentially an alt coin (IE: a bitcointestnet with a different genesis block?) or is this BitcoinTestnet 3? Also, is it mineable, is there a client?

The bitcoin testnet has miner and client, but do not support  non-standard transactions.

OmniTestNET is not a altcoin, there is no miner,no client ,only for Test  and support all transactions, especially non-standard transactions. so you shold first create transactions, then relay on OmniTestNETat http://107.170.99.203/PushTX.

maybe next plan is adding wallet in OmniTestNET.

But where are you pushing the transactions too? The regular bitcoin testnet? What is the advantage?

pushing TX at  OmniTestNET ,url is http://107.170.99.203/PushTX. support all kinds of non-standard transactions.
