Both sites are based out of Russia which is why it's not easy to bring them down if you ask me. This is the sad reality.

What he is trying to say is that if a casino or any platform is based in Russia, it is more difficult to sue or bring to justice, because of how antagonist are the Russian authorities towards the west and the westerns authorities. So it is easier for hackers and rogue companies to rob people from there and get away with it.
Haven't you wonder why there are so many hacker groups and ransomware which originate from Russia or North Korea. ?

I also agree with you, if these were Russian casinos, the situation would be completely different and they would operate only because they would have the protection of someone from the government. That's why I totally don't understand why @Haunebu thinks it would be easier to shut them down if they were registered in Russia
