Yes, that's one of the reasons why it's hard to stop this scam site from operating because they are from Russia, whereas Russia is a country that I'm sure no one wants to get into trouble with Russia.
If parties from Russia improve or take action to stop it, then we can be sure that this scam site can disappear from circulation and the gambling industry.
But you need to remember that the gambling business makes so much money that it is impossible to close even though it is a scam because they also make a lot of money as a result of scamming every gambler who deposit there money.
