They invested over half a billion net in transfers, not that they also sold players and they could deduct some of that sum. It could be negotiation tactics, but in the end other clubs know as well what Chelsea is able to and what their max would be if they want a player.

But when Chelsea got a new coach (potter), then only then did I see Chelsea spending a lot of money to buy a lot of players in the mid-season transfer market.
