In the case that ChipMixer is cleared of the allegations against them, they will likely re-start with a new domain, unless FBI and other regulatory bodies involved in the seizure of the site will make a public notice about the case which I know they cannot.
ChipMixer can't get back to business, unless they log in, clarify us what has happened, and cover the damages of their clients. And something tells me they won't, especially given that the operator is known now more.
