Afghanistan have got the Afghanistan cricket board that is being found in 1995. It became the full member of the ICC during the year 2017. At the beginning cricket is banned and by the year 2000 it got exception. Amidst all the political and other problems, the country slowly progressed and have reached a better position. The team have got the problem of playing without much support from the government. Pakistan's situation is far better and the government is really supportive as it is one among the way through which the government is able to generate revenue.

I don't think that there is any lack of government support in Afghanistan. The takeover by Taliban hasn't affected the domestic cricket system. However, it had an impact on the fund inflows from the ICC. Funds that are earmarked to Afghanistan are currently on hold and their players are not receiving their salaries as a result. And ICC members such as Australia and England will not allow the inflows to resume unless the Taliban regime gives assurances regarding women's cricket. Lack of funds might have impacted their performance.
