Of course Borussia Dortmund has the chance again next year again to become Bundesliga Champion, just like every other team of the league has the chance to win it.

Weaker or stronger, I don't know but my belief is they will become weaker. Bayern Munich after this chaotic season, will return with some players from the transfer market. Bayern Munich becomes stronger and Dortmund becomes weaker, it's simple speculation about a next season ending.
This year Bayern Munich did not play well at all over a pretty long period of time. This happens maybe twice in every ten years so i doubt that this will happen again in the next season.
It happens with all teams because players have to get older and lose their best. The advantage of Bayern Munich in Bundesliga is they are too rich compares to other clubs, and they are able to renew their squad with rich budget quickly. Other clubs have to sell their best star players to Bayern Munich or let those players join Bayern as free agents.
I also don't think that Dortmund comes closer and closer in the last few years. Looking at the squads. Bayern is probably more far away in terms of overall quality that they ever were in the last 10 years. Now that Bellingham is gone, there is probably not a single player of Dortmunds squad, that would make it into the starting eleven of Bayern.
Dortmund have to stop their transfer strategy to keep their best players that will help them to maintain strength to at least compete fairly with Bayern. In reality, they failed to keep their star players, sold them to Bayern or other big clubs and they only grew up young players. When their young players are matured to star players, they are more competitive against Bayern but it is not enough to win Bundesliga.
