Indeed Dortmund is synonymous with selling star players which they do in every transfer market, even this season they have done it again by selling Bellingham to another club. One of the factors that made them like this is a financial problem because they get a lot of profit from the work they do which sells players at quite high prices to other teams. I don't think Dortmund will be able to give many surprises in every season in the Bundesliga because they are not too strong to compete with Bayern Munich.

No, they sell those players because they have to sell those players. Their goal isn't to sell a player and then buy an even better one for even more money than they received because if they could, they wouldn't sell in the first place. Dortmund can't afford to say no when a club offers 100+ million for a player.
The second part of your post is a bit weird because what is the point? Dortmund became 2nd, is that what leads you to saying that they weren't able to compete? Isn't it always that way when I compare the 1st to the 2nd that I could conclude that the 2nd couldn't compete with the 1st? I am not sure whether you had a look at the final standings of the Bundesliga, but Dortmund was equal in points with Bayern (both 71) and Bayern won the title because of a better goal difference. I think Dortmund was able to compete.
