With Messi moving to Miami , I do have confidence that he will be playing at the next WC , especially that he will know all the pitches by then and having extra info even if the age won't forgive Messi but I would like to see him playing one more WC. Now , can Argentina win it again ? I doubt it because believe it or not , England looks the strongest team on the planet right now , because they do have a lot of young talented players with massive experience in both WC , EC but also UCL and Premier League. 
Why do you think that because of playing in America, Messi will have less chance to perform at the next world championship? On the contrary, the American soccer league is less demanding than the European soccer league and this may help Messi play longer and extend his soccer career. After all, even though he plays in Saudi Arabia, Ronaldo still plays for Portugal.
Along with Brazil and France, Argentina is always among the favorites at every World Cup and that will not change.
England is a strong national team? Yes, their clubs are strong at the moment, but because of the large number of quality foreigners playing in England, while the national team still hasn't achieved any great result in a major competition.
Messi has made all his fans upset by going to intermiami - but we are looking fwd to see how it unfolds. Ronaldo has been living like a king in Saudia he has been treated with great respect and love. Had Messi been part of SPL it would be a great surprize for all the fans.
Sure enough that nobody have been expecting nor saw that coming because if I recall it correctly, neither of the signs were pointing at the Inter Miami CF as people and rumors have been suspecting that it's either Messi will join Ronaldo in Saudi or he will go back to Barcelona until the day of his retirement. But that didn't happen and safe enough to say that people are curious why Miami has been chosen for the legend.
