This is a very tough task where Pochettino has to coach Chelsea when it is in its worst phase.
With the replacement of several players it might be easier for Pochettino to improve Chelsea's performance but the question is whether Chelsea can spend a larger amount of money to be able to transfer players.
But if they are willing to sell some players and the proceeds from the trade are used to buy other players then Chelsea can save a little on spending on player transfers.

Exactly, despite the many doubts in this matter, it still has to be done because both parties (Chelsea and Pochettino's management) have agreed, meaning that they have to take all the risks now to achieve a better next season.
At the moment Poche is trying to make a squad that he thinks is quite suitable for the scheme he will run but talking about the real players Chelsea is currently not too lacking because they are filled with potential young players, it's just that the lack of compatibility between each other makes this a little hassle. Poche should try everything to improve their current state somehow but overhaul I don't think it will be right.
