Only DT1 status is not being approved in case of long inactivity, DT2 status is based on trust of DT1 members and will not be taken away just because of inactivity. DT2 tags are visible by default as well. I'm in DT2 and not in DT1 at the moment, but my tags are visible anyway. So to wait until the one is out of DT1 and then all from DT1 who trust him are also out of DT1 could take too much time.
