Manchester City have a very solid project. They don't just sign players because they player is good or available. They sign players that will fit into their system. The player doesn't have to be a superstar. Halland and Grealish are the only players City have signed that were world class players before they got to City. Man City are going to be very busy in this transfer window. I believe they sign like 4 or 5 players.
