the situation is confusing. because Mbappe reportedly refused to use the contract extension option for 1 year and his contract with PSG will expire next year. which means if he is not sold in the transfer market this season, Mbappe may leave PSG for free. I don't think PSG wants this to happen. because it would be a loss for PSG.
I think Mbappe has to make a decision, if he wants to stay then he has to be willing to sign a contract extension. but if you want to leave, then he must be willing to be sold in the transfer market this season. if he has problems with Madrid, of course, he will get offers from other clubs.

The problem is, if Mbappe is not willing with the club he wants, that will also be a problem, isn't the final decision in Mbappe's hands, correct me if I'm wrong. except, if United is already owned by Qatar. thus, it looks like there will be negotiations for Mbappe's move to Unted. although, that possibility is very small. but what is certain, PSG will not let him go for free and they have issued that statement. that means, if a new contract is not agreed upon, Mbappe will be included in the sale list in the transfer market this summer. so, we'll see how it goes.

The question is, will Madrid appear to participate in the hunt to sign Mbappe if PSG finally let him go. to be honest, I doubt it. as I said again, if United have been successfully acquired by Qatar, maybe they will bring Mbappe to Old Trafford. but again I have to say, these are just assumptions and speculations. well, in this phase we will see how Madrid in action. whether they will make an agreement with PSG management, or keep Mbappe playing until his contract expires. because he is also adamant that he will stay until his contract expires in June 2024, well, the rumors regarding Mbappe are getting wilder. in fact, Madrid could have offered PSG a price that could be agreed upon. however, we'll see how the next development.
