It is just a neutral tag, not red tag.

To tag someone is very easy if found to be spammer, but it is not easy sometimes to remove the tag if the person is not very well noticed to be a good poster. If anyone noticed that he has changed, or you noticed that the tagged person posting has quality, unlike before, they can report themselves to actmyname, or anyone else can help do the report. He can look into the account and check if it is true that the person is not longer spamming.
