Haaland has a release clause to be active by the summer of 2024. It is going to be worth 200 million euros and this amount is going to drop down to 175 million euros in the summer of 2025. As a result Manchester City won't have anything to do about this then. It is going to be up to Haaland and he is open for new adventures after playing for Manchester City for a couple of years.
However I have big doubts that Real Madrid would prefer to sign Haaland instead of Mbappe. First of all Mbappe transfer won't even require a transfer fee if they sign him while he has six months left the most on his contract. After taking the contract demands into account Haaland transfer might still cost more I think.
